ನವದೆಹಲಿ: ಪ್ರವಾಹ ಮುನ್ಸೂಚನೆ ನೀಡುವ ಶಾಶ್ವತ ವ್ಯವಸ್ಥೆ ಅನುಷ್ಠಾನಕ್ಕೆ ಕೇಂದ್ರ ಹಾಗೂ ರಾಜ್ಯಗಳ ಎಲ್ಲ ಇಲಾಖೆಗಳು ಸಮನ್ವಯದೊಂದಿಗೆ ಕಾರ್ಯ ನಿರ್ವಹಿಸುವ ಅಗತ್ಯ ಇದೆ ಮತ್ತು ಪ್ರವಾಹ ಮುನ್ಸೂಚನೆ ಮತ್ತು ಎಚ್ಚರಿಕೆ ವ್ಯವಸ್ಥೆ ಸುಧಾರಿಸಲು ನವೀನ ತಂತ್ರಜ್ಞಾನಗಳನ್ನು ವ್ಯಾಪಕವಾಗಿ ಬಳಸಬೇಕು ಎಂದು ಪ್ರಧಾನಿ ನರೇಂದ್ರ ಮೋದಿ ಅವರು 2020 ಆಗಸ್ಟ್ 10ರ ಸೋಮವಾರ ಸೂಚನೆ ನೀಡಿದರು.

ಪ್ರವಾಹದಿಂದಾಗಿ ಸಂಕಷ್ಟಕ್ಕೆ ಈಡಾಗಿರುವ ಅಸ್ಸಾಂ, ಬಿಹಾರ, ಉತ್ತರ ಪ್ರದೇಶ, ಮಹಾರಾಷ್ಟ್ರ, ಕರ್ನಾಟಕ ಹಾಗೂ ಕೇರಳದ ಮುಖ್ಯಮಂತ್ರಿಗಳ ಜೊತೆಗೆ ಆನ್‌ಲೈನ್ ಮೂಲಕ ಪ್ರಧಾನಿ ವರ್ಚುವಲ್ ಸಭೆ ನಡೆಸಿದರು.

ಪ್ರಸ್ತುತ ಲಭ್ಯವಿರುವ ಅತ್ಯಾಧುನಿಕ ತಂತ್ರಜ್ಞಾನವನ್ನು ಸೂಕ್ತವಾಗಿ ಬಳಸಿಕೊಂಡು ಭಾರಿ ಮಳೆ ಮುನ್ಸೂಚನೆ ಹಾಗೂ ಅನಾಹುತದ ಎಚ್ಚರಿಕೆಯನ್ನು ನೀಡಬೇಕು ಎಂದು ಅಧಿಕಾರಿಗಳಿಗೆ ಮೋದಿ ಸೂಚಿಸಿದರು ಎಂದು ಪ್ರಧಾನಿಯವರ ಕಚೇರಿ ಪ್ರಕಟಣೆ ತಿಳಿಸಿತು.

ಸಿಡಿಲು, ಪ್ರವಾಹದಂತಹ ಸಂದರ್ಭದಲ್ಲಿ ಒಂದು ಪ್ರದೇಶದ ಜನರಿಗೆ ಎಚ್ಚರಿಕೆ ನೀಡಲು ಬೇಕಾಗುವಂತಹ ವ್ಯವಸ್ಥೆ ನಿರ್ಮಾಣಕ್ಕೆ ಹೆಚ್ಚಿನ ಹೂಡಿಕೆ ಮಾಡಬೇಕಾಗಿದೆ. ಕೋವಿಡ್-೧೯ ಪಿಡುಗಿನ ಕಾರಣ, ರಕ್ಷಣಾ ಚಟುವಟಿಕೆಯ ಸಂದರ್ಭದಲ್ಲೂ ಎಲ್ಲರೂ ಮುಖಗವಸು, ಸ್ಯಾನಿಟೈಸರ್, ಪರಸ್ಪರ ಅಂತರ ಕಾಯ್ದುಕೊಳ್ಳುವುದು ಮುಂತಾದ ಮುಂಜಾಗ್ರತಾ ಕ್ರಮಗಳನ್ನು ಅನುಸರಿಸುವಂತೆಯೂ ರಾಜ್ಯಗಳು ಎಚ್ಚರಿಕೆ ವಹಿಸಬೇಕುಎಂದು ಪ್ರಧಾನಿ ನುಡಿದರು.

ಸಂತ್ರಸ್ತರಿಗೆ ನೀಡುವ ಪರಿಹಾರ ವಸ್ತುಗಳಲ್ಲಿ ಮುಖಗವಸು, ಸ್ಯಾನಿಟೈಸರ್ ಹಾಗೂ ಹ್ಯಾಂಡ್‌ವಾಶ್‌ಗಳೂ ಇರಬೇಕು. ಹಿರಿಯರಿಗೆ, ಗರ್ಭಿಣಿಯರಿಗೆ ವಿಶೇಷ ವ್ಯವಸ್ಥೆ ರೂಪಿಸಬೇಕುಎಂದು ಪ್ರಧಾನಿ ನುಡಿದರು.

ಕೊರೋನಾ ಪಿಡುಗು ಇಲ್ಲದೇ ಹೋಗಿದ್ದರೆ, ನೆರೆ ಸಂಕಷ್ಟಕ್ಕೆ ಈಡಾದ ಎಲ್ಲ ರಾಜ್ಯಗಳಿಗೂ ತಾವು ಖುದ್ದಾಗಿ ಭೇಟಿ ನೀಡುತ್ತಿದ್ದೆ ಎಂದು ಮೋದಿ ಸಭೆಯಲ್ಲಿ ಉಲ್ಲೇಖಿಸಿದರು ಎಂದು ಸಭೆಯಲ್ಲಿ ಹಾಜರಿದ್ದ ಅಧಿಕಾರಿಗಳು ತಿಳಿಸಿದರು.

ನೇಪಾಳದ ವಿರುದ್ಧ ಅಸಮಾಧಾನ: ಸಭೆಯಲ್ಲಿ ಬಿಹಾರ ಮುಖ್ಯಮಂತ್ರಿ ನಿತೀಶ್ ಕುಮಾರ್ ನೇಪಾಳದ ವಿರುದ್ಧ ಅಸಮಾಧಾನ ಸೂಚಿಸಿದರು.

ನೇಪಾಳದಲ್ಲಿ ಉಗಮವಾಗುವ ಕೆಲ ನದಿಗಳಿಗೆ ಅಣೆಕಟ್ಟಿನಿಂದ ಹೆಚ್ಚಿನ ನೀರು ಹರಿಸಿದ ಕಾರಣ ಬಿಹಾರದ ನೂರಾರು ಹಳ್ಳಿಗಳು ಪ್ರವಾಹದಿಂದ ಮುಳುಗಡೆಯಾಗಿವೆ. ‘ಕಳೆದ ಕೆಲ ವರ್ಷದಿಂದ ನೇಪಾಳದ ಪೂರ್ಣ ಸಹಕಾರ ಬಿಹಾರದ ಅಧಿಕಾರಿಗಳಿಗೆ ದೊರೆಯುತ್ತಿಲ್ಲ. ತತ್‌ಕ್ಷಣವೇ ಕೇಂದ್ರ ಸರ್ಕಾರ ಮಧ್ಯಪ್ರವೇಶಿಸಬೇಕುಎಂದು ನಿತೀಶ್ ಒತ್ತಾಯಿಸಿದರು.  

ಮುಖ್ಯಮಂತ್ರಿಗಳು ತಮ್ಮ ರಾಜ್ಯಗಳಲ್ಲಿನ ಪ್ರವಾಹ ಪರಿಸ್ಥಿತಿ ಮತ್ತು ರಕ್ಷಣಾ ಪ್ರಯತ್ನಗಳ ಕುರಿತು ಪ್ರಧಾನಿಗೆ ಮಾಹಿತಿ ನೀಡಿದರು.

ಸಭೆಯಲ್ಲಿ ರಕ್ಷಣಾ ಸಚಿವ, ಆರೋಗ್ಯ ಸಚಿವ, ಗೃಹ ವ್ಯವಹಾರಗಳ ರಾಜ್ಯ ಸಚಿವರು ಮತ್ತು ಸಂಬಂಧಪಟ್ಟ ಕೇಂದ್ರ ಸಚಿವಾಲಯಗಳು ಮತ್ತು ಸಂಸ್ಥೆಗಳ ಹಿರಿಯ ಅಧಿಕಾರಿಗಳು ಭಾಗವಹಿಸಿದ್ದರು.

ಕಳೆದ ಕೆಲವು ವರ್ಷಗಳಿಂದ ಭಾರತದಲ್ಲಿ ಉತ್ತಮವಾಗಿ ಪ್ರವಾಹ ಮುನ್ಸೂಚನೆ ನೀಡುವ ಪ್ರಯತ್ನವನ್ನು ಏಜೆನ್ಸಿಗಳಾದ ಭಾರತ ಹವಾಮಾನ ಇಲಾಖೆ (ಐಎಂಡಿ) ಮತ್ತು ಕೇಂದ್ರ ಜಲ ಆಯೋಗ (ಸಿಡಬ್ಲ್ಯೂಸಿ) ನೀಡುತ್ತಿವೆ ಎಂದು ಪ್ರಧಾನಿ ಹೇಳಿದ್ದು, ಮಳೆ ಮತ್ತು ನದಿ ಮಟ್ಟದ ಮುನ್ಸೂಚನೆ ಮಾತ್ರವಲ್ಲದೆ ಪ್ರವಾಹದ ಸ್ಥಳ, ನಿರ್ದಿಷ್ಟ ಮುನ್ಸೂಚನೆಯನ್ನು ಸಹ ನೀಡಲು ಪ್ರಯತ್ನಿಸುತ್ತಿದ್ದಾರೆ ಎಂದು ತಿಳಿಸಿದರು.

ರಾಜ್ಯಗಳು ನೀಡಿದ ಸಲಹೆಗಳ ಬಗ್ಗೆ ಕ್ರಮ ಕೈಗೊಳ್ಳುವಂತೆ ಪ್ರಧಾನ ಮಂತ್ರಿ ಸಂಬಂಧಪಟ್ಟ ಸಚಿವಾಲಯಗಳು ಮತ್ತು ಸಂಸ್ಥೆಗಳ ಅಧಿಕಾರಿಗಳಿಗೆ ನಿರ್ದೇಶನ ನೀಡಿದರು.

ವಿವಿಧ ವಿಪತ್ತುಗಳನ್ನು ಎದುರಿಸುವಲ್ಲಿ ರಾಜ್ಯ ರ್ಕಾರಗಳಿಗೆ ತನ್ನ ಬೆಂಬಲ ನೀಡುವುದನ್ನು ಕೇಂದ್ರವು ಮುಂದುವರಿಸುವುದಾಗಿ ಭರವಸೆ ನೀಡಿದರು.

Centre Says Thanks But No Thanks to Foreign Aid

New Delhi: The central government is conveying to various foreign governments pledging financial assistance to flood-ravaged Kerala that it will not accept the help, official sources said on Wednesday, 22nd August 2018.

A number of countries including the United Arab Emirates (UAE), Qatar and Maldives have announced assistance for flood relief operations in Kerala.

The sources said that while declining to accept the assistance, India is conveying its sincere appreciation to the foreign nations for their offers to help flood affected people in Kerala.
While the UAE has offered USD 100 million (around Rs 700 crore) as financial assistance to Kerala, Qatar pledged around Rs 35 crore and Maldives announced a donation of USD 50,000 (Rs 35 lakh).

The Kerala government has voiced its unhappiness over the Centre's decision not to accept donations from foreign governments for flood relief operations in the state.

Chief Minister Pinarayi Vijayan said the state government would approach Prime Minister Narendra Modi to clear hurdles, if any, in receiving the flood relief aid offered to the state by the United Arab Emirates.

In a tweet, Thailand's Ambassador to India Chutintorn Sam Gongsakdi had said Indian government has informed his country that it will not accept overseas donations for flood relief operations in Kerala.

Official sources said New Delhi is conveying to foreign governments that it was carrying out a comprehensive assessment of the damage caused by the floods in Kerala and is capable of meeting the requirements of the state on its own.

India is also informing the foreign governments offering assistance to Kerala that it has taken a considered decision to rely solely on domestic efforts to tide over the challenge.

"Informally informed with regret that GOI is not accepting overseas donations for Kerala flood relief. Our hearts are with you the people of Bharat," the Thai envoy tweeted.

Earlier, in a letter to Indian Association of Thailand, the envoy said he was in touch with Thai government and Thai companies present in India for extending possible assistance to Kerala.

The sources said there was no restriction on accepting private contributions including from the diaspora. The UAE offered the assistance of Rs 700 crore considering its links with Kerala. Around three million Indians live and work in the UAE out of which 80 per cent are from Kerala, according to official figure.

The floods in Kerala, worst in a century, have claimed lives of 231 people besides rendering over 14 lakh people homeless.

Kerala's worst monsoon in a century has killed 324
Thiruvananthapuram: Kerala's worst monsoon in a century has killed 324 people so far, Chief Minister Pinarayi Vijayan said on Friday, issuing a fresh alert for the rain-battered state whose 12 districts are on red alert. Rains, however, subsided a little allowing various agencies to rescue more than 80,000 persons during the day.

Vijayan told the media in the night that the situation arising out of unprecedented floods and subsequent havoc caused by turgid rivers and gushing waters in Kerala continues to be "grave". He said that since August 8 - when the rains began pounding the southern state - as many as 3,14,391 persons have been rendered homeless and are sheltered in 2,094 relief camps across the state.


"The worst affected districts include Pathanamthitta, Alappuzha, Ernakulam and Thrissur," Vijayan said after a review meeting with state officials.

Hundreds of defence personnel from all three military branches, National Disaster Response Force (NDRF) teams, helped by more than 20 helicopters, mounted search and rescue operations. Fishermen along with their motorboats too joined the humanitarian efforts.
More helicopters were pressed into service on Friday to fly sorties for rescue and relief.

Defence Minister Nirmala Sitharaman sanctioned the extra choppers, as people marooned in Chengannur and Chalakudy could only be airlifted to safety.

Waters from the Periyar river and its tributaries kept many towns in Ernakulam and Thrissur districts submerged. The worst affected include Paravur, Kalady, Chalakudy, Perumbavoor and Muvatupuzha.

"We have no food. There are 150 persons waiting to be rescued," rued a group of people who sent a video clip to TV channels from Chalakudy.

Thousands of people are still perched on high-rise buildings waiting to be rescued and taken to relief camps. Over 50,000 people are lodged in the Ernakulam and Thrissur camps alone.

Intensity of rains, however, decreased in several districts since Friday morning, leading to decrease in water level in three big dams in Idukki district.

The red alert in Kasargode and Thiruvananthapuram districts was withdrawn on Friday though the warning continued in other 12 districts in Kerala.

"On Saturday, 25 big Army boats will be deployed for evacuation in Kalady, Chengannur and Thiruvalla. More helicopters will be used for rescue and relief. We are confident that by Saturday, we will be able to rescue all those awaiting help," the Chief Minister said.

But Chengannur’s MLA Saji Cheriyan sounded an alarm saying thousands of people could die if people are not evacuated urgently, if not tonight. He also claimed that 50 people in his constituency are already lying dead. The claims could not be verified independently.

Prime Minister Narendra Modi has reached Thiruvananthapuram to review the situation. He will conduct an aerial survey on Saturday and is expected to announce some financial assistance to aid the relief efforts in the state.

New Delhi/Mumbai: Heavy rains lashed Mumbai on Saturday, 9th June 2018,  morning, marking the onset of monsoon in India’s financial capital and bringing back civic problems such as waterlogging, traffic snarls and flight delays.

The city has received 75-95 cm rainfall in the last 12 hours. Within 30 minutes of the fresh downpour, roads in several areas, including Mahim, Hindmata and Marine Drive, were flooded. National Disaster Response Force (NDRF) teams have been deployed at various junctions, including at Hindmata, which is the worst-hit.

While two flights have reportedly been cancelled due to bad weather, there are reports of several others being delayed. No trains have been cancelled, but passengers have been told to expect 10-12 minutes delay.
Earlier on Saturday, the India Meteorological Department (IMD) declared the onset of monsoon over Mumbai and warned of "extremely heavy rainfall" along India’s west coast over the weekend. "Monsoon has hit Mumbai, Thane and some more parts of Maharashtra," a Met official said.

The Brihanmumbai Municipal Corporation (BMC), which comes under fire every year for failing to tackle rain-related problems, had claimed that it was prepared this time with precautionary measures in place.

"Leaves of all the senior officials, including Deputy Municipal commissioners (DMCs), Assistant Commissioners (AMCs) and heads of departments have been cancelled and they have been directed to be available in their headquarters on June 9 and 10 (Saturday and Sunday)," it had said.

The BMC said three teams of NDRF would be stationed at Parel, Mankhurd (for eastern suburbs) and Andheri Sports Complex (for western suburbs). They are equipped with walkie-talkies and flood rescue material.

Besides, Navy personnel will be deployed in Colaba, Worli, Ghatkopar, Trombay, Malad for flood rescue if required, the BMC release had said.
As per the IMD forecast, there is a possibility of very heavy rainfall in Ratnagiri, Sindhudurg, Mumbai, Thane, Raigad and Palghar districts on Saturday. There is a similar forecast for the six districts of Konkan region, including Mumbai, and surrounding areas on Sunday and Monday.

The Southwest Monsoon moves from sea to land and remains active from June through September over the Indian subcontinent. It has two branches — the Arabian sea branch and the Bay of Bengal branch — that bring rainfall across India.

The IMD said the monsoon has advanced to parts of central Arabian Sea, Goa, Karnataka, Rayalaseema region and coastal Andhra Pradesh, parts of south Konkan, south-central Maharashtra, Marathwada, Vidarbha, south Chhattisgarh, south Odisha, Telangana, and west-central and north Bay of Bengal.

According to ANI report around 20 villages face blocked roads.

In Gadchiroli city normal life was disrupted due to heavy rains, reports said.

Chennai (Tamilnadu): Incessant rains flooded Chennai again. Many parts of the region waterlogged. Flood water entered many housed in the city.

Army Flood Relief Columns carrying out extensive flood rescue and relief ops in Tambaram and Urapakkam areas in Chennai.

Considering IMD forecast of heavy rain for next 4 days,trying to mobilize maximum teams to affected areas said DG NDRF OP Singh.

Ten teams of NDRF already deployed in Tamil Nadu, 5 teams comprising 300 men about to reach Tamil Nadu, he said.
Heavy rain forecasted on Wednesday for Chennai, Tiruvallur, Kancheepuram, Puducherry & many coastal areas.

New Delhi: The depression caused by cyclone Komen, which has been hovering over Bangladesh, has triggered heavy rain in India’s northeastern and eastern states, killing at least 70 people in West Bengal, Manipur and Odisha.
As many as 50 people have died so far in West Bengal where chief minister Mamata Banerjee called in the army for rescue operations in worst flood-hit areas on Sunday, 2nd August 2015. About 18 lakh people affected in marooned areas in 18 districts of Bengal.
Indian Army personnel carried out rescue operations at Jhawdanga village in Purbasthali Block 2 in Burdwan district from their base camp at Panagarh.
“Around 450 villagers have been already rescued from the flooded Jhawdanag village were river Bhagirathi is overflowing dangerously. Another 150 villagers are still stuck and the army is carrying out rescue operations,” Burdwan district magistrate Soumitra Mohan informed.
Various rivers breached their embankments on Sunday, inundating several areas. Districts including Burdwan, Murshidabad, West Midnapore, Howrah were among those affected. Parts of Kolkata also remained waterlogged after continuous downpour for the past two days.
Both state and national highways in several districts were damaged, affecting traffic. While traffic on NH 60 was severely affected in Birbhum, the administration in Murshidabad stopped traffic on the state highway connecting Kandi and Salar after the road was flooded.
In Manipur, at least 20 villagers were killed in a massive landslide at Joumol village, about 180 km south of Imphal.  Two people including a 60-year-old farmer also died in Langmeidong and Rengkai.
Several houses were swept away as a landslide devastated a village in Chandel district, which borders Myanmar. Areas in and around state capital Imphal and its outskirts were submerged.
National Disaster Response Force (NDRF) team has arrived to carry out rescue operations.
“A team of Assam Rifles have reached the spot (Joumol village) today with the help of a helicopter and carrying out search and rescue operation,” an official source said.
Moreh, a commercial town near Indo-Myanmar border has been cut off from Imphal due to landslide. Many villages in Ukhrul district have also been cut off from the rest of the state.
Several hundred people living on riverbanks have been moving to safer places.
In Odisha, 10 villages were marooned. Around 479,000 people in 597 villages were affected by floods.
"All the major rivers in the state are flowing below the danger level. However, inflow of rain water from West Bengal, where heavy rainfall occurred under the effect of cyclonic system Komen, has caused marooning of some more villages in Balasore district," special relief commissioner GVV Sarma said.

In Gujrath and Rajasthan army has started rescue operations in areas marooned by water.

Katmandu: Nepal has alerted India of possible flash floods in Bihar and Uttar Pradesh after massive landslides, likely triggered by recent devastating earthquakes, blocked Kali Gandaki river in western Nepal, creating a huge artificial lake on 24th May 2015 Sunday morning.
Authorities in India have been informed about the formation of the artificial lake, which could burst, leading to flash floods in Nepal as well as in Bihar and Uttar
Pradesh, said Hari Prasad Mainali, the chief district officer of Nepal's Nawalparasi district, which borders India.
"There are chances of the artificial lake created in the river by the landslide bursting any time. We have asked the Indian side to remain alert," said Mainali.
Security personnel have been deployed on the river banks, urging people to remain alert as the artificial lake could burst at any time.
Thousands of people in Nepal's Myagdi district and surrounding areas have already fled to safety after the landslides buried dozen of houses. However, no casualties have been reported so far in the country.
A new deep and growing lake has been formed on the Kali Gandaki River in Myagdi district, about 140km north-west of the capital, Kathmandu, after landslides overnight.
About 95 per cent flow of the river has stopped due to the landslides, which have created the artificial lake of about four-km-long and 200-metre-thick with about 1.5 million cubic litres of water, reports said.
Kali Gandaki flows in central Nepal and northern India. It is formed by the union of the Kali and Trisuli rivers. It flows southwest into India and then turns southeast along the Uttar Pradesh-Bihar state border and across the Indo-Gangetic Plain as Gandak.
Normally landslides are triggered by rain but in this case, the cracks formed by earthquake led the debris to fall, according to experts.
A number of landslides have hit Nepal since the 7.9- magnitude earthquake on April 25 which killed nearly 9,000 people and injured thousands more. It was followed by a 7.3-magnitude quake on May 12 and around 260 aftershocks.
According to ‘Ekantipur.com’ the river has started to flow again after few hours and there is no fear of burst of artificial lake.
